Breakdown of Taxes and Fees
This is the primary government tax on buying property. It is not charged on the full value of the property, but rather on the amount that exceeds a specific exemption threshold.
Rate: 3%
Threshold: The first $28,571.43 of the property value is tax-free. You only pay 3% on the value above this amount.
Who pays: The Buyer
Calculation Example
If you buy a property for: $100,000
Subtract the exempt amount: $100,000 - $28,571.43 = $71,428.57
Apply the 3% tax: $71,428.57 × 0.03 = $2,142.86
Total Transfer Tax Due: $2,142.86
These are fees paid to the CNR (National Registry Center) to record the deed in your name.
Rate: Approximately $0.63 per $100 of the property value (roughly 0.63%).
Who pays: The Buyer
This is a scaled fee, so it may vary slightly based on the exact price bracket, but 0.63% is the standard estimation used for budgeting.
In El Salvador, a Notary Public (Notario) is a lawyer who drafts the "Compraventa" (Purchase Deed). This is a professional fee, not a government tax, but it is mandatory to complete the registration.
Rate: Typically ranges from 1% to 2% of the property price.
VAT (IVA): You will likely be charged 13% VAT on the notary's fee (not on the property price itself).
Who pays: The Buyer
Once the property is registered at the national level (CNR), you must also register it with the local municipality to update the tax records for future annual taxes.
Transfer Fee: Some municipalities charge a small administrative fee or "Solvencia" to process the change of ownership.
Cost: Minimal (varies by municipality, often negligible compared to the Transfer Tax).
| Fee Type | Estimated Cost | Notes |
|---|---|---|
| Transfer Tax | 3% | Only on value over $28,571.43 |
| Registry Fees (CNR) | ~0.63% | Paid to the National Registry |
| Total Closing Costs | ~3.63% | Percentage of total purchase price (Transfer Tax + Registry Fees) |
| Note: Notary/Legal Fees are typically charged by professionals and can be an additional cost (typically 1-2% of property price + 13% VAT on the fee). | ||
Tax ID (NIT)
You must have a Salvadoran Tax ID number (NIT) to pay these taxes and register the property.
Payment Method
The Transfer Tax is usually paid directly to the Ministry of Finance (Ministerio de Hacienda) via a payment order (mandamiento de pago) generated by your notary.
New Construction VAT
Unlike some countries where new homes carry a heavy VAT (IVA), in El Salvador, the standard 3% Transfer Tax generally applies. However, always confirm with your notary if the developer is structuring the sale differently (e.g., selling "services" separately), though this is less common for simple residential titles.
Important: This calculator provides estimates only. Always verify exact fees with the CNR and your notary before completing any transaction.
